Eligibility Criteria
1. Qualifying Business
Each applicant must hold at least 10% of the voting rights in the business.
Together with the designated organization, they must control more than 50% of the voting rights.
At the time of receiving PR:
- The business must be incorporated in Canada.
- The applicant must provide active and ongoing management from within Canada.
- An essential part of the business operations must occur in Canada.
2. Letter of Support from a Designated Organization
Obtain a written commitment from a designated venture capital fund, angel investor group, or business incubator, in the form of a letter of support.
3. Language Proficiency
CLB Level 5 in Speaking, Reading, Listening, and Writing in either English or French.
4. Proof of Funds
All applicants must demonstrate that they have sufficient funds to development the business in Canada as well as settlement funds to support themselves and any dependents upon arrival in Canada.

Application Process
Step 1
Submit your passport, resume, language results and proof of funds to Cantech for assessment.
Step 2
Formalize your technology idea and Secure Support from a Designated Organization (Letter of Support).
Step 3
Prepare and Submit the Permanent Residence (PR) Application.
Step 4
Submit Biometrics and take Medical Exams.
Step 5
Apply for an Open Work Permit valid for up to 3 years (optional for essential persons).
Step 6
Come to Canada and develop your project.
