Both pathways require candidates to submit an Expression of Interest (EOI), meet eligibility criteria, operate their businesses or farms, fulfill performance obligations, and then receive a provincial nomination for Permanent Residency.
1. Manitoba – Entrepreneur Pathway
Program Overview
The Entrepreneur Pathway under the BIS enables experienced entrepreneurs and investors to start, purchase, or partner in a business in Manitoba. Successful applicants are initially supported with a temporary work permit and, after meeting performance obligations, may receive a provincial nomination for Canadian permanent residence.

Core Eligibility Requirements
1. Net Worth
Minimum CAD $500,000 personal net worth confirmed by a third‑party verifier.
2. Business Investment
- Minimum investment of CAD $250,000 for businesses in the Winnipeg Metropolitan Region.
- Minimum investment of CAD $150,000 for businesses located outside the Winnipeg region.
- The investment must be in an eligible business and documented through a business plan.
3. Business Experience
- Minimum of 3 years’ full‑time work experience in the past 5 years as an active business owner or in a senior management role.
- Business owners must hold at least 33.33% ownership to score higher.
4. Education
Minimum Canadian high school level (or equivalent with ECA).
5. Language Requirement
Minimum CLB/NCLC 5 in English or French on an approved language test (e.g., IELTS, CELPIP, TEF).
6. Job Creation
The business must create or maintain at least one full‑time job for a Canadian citizen or permanent resident (non‑family).
7. Business Research Visit
A Business Research Visit to Manitoba is strongly recommended within the year before submitting your EOI, helping you gather market insight and refine your business concept.
Program Process – Entrepreneur Pathway
1️⃣ Expression of Interest (EOI) – Submit your EOI to the MPNP BIS portal.
2️⃣ Invitation to Apply (LAA) – If your EOI score is competitive, you receive a Letter of Advice to Apply (LAA).
3️⃣ Net Worth & Business Plan – Provide third‑party net worth verification and submit a detailed business plan.
4️⃣ Interview & Work Permit Support – Attend an interview (if required) and receive a Work Permit Support Letter.
5️⃣ Temporary Work Permit – Apply for a work permit via Immigration, Refugees and Citizenship Canada (IRCC).
6️⃣ Business Establishment & Operation – Establish and operate your business under the Business Performance Agreement (BPA) for the required period (usually 18–24 months).
7️⃣ Nomination & PR – After fulfilling BPA terms, receive a provincial nomination and apply for permanent residence.
2. Manitoba – Farm Investor Pathway
Program Overview
The Farm Investor Pathway (FIP) is tailored for individuals with verifiable farm management or ownership experience who plan to establish and operate an agricultural business in rural Manitoba. This pathway also leads to a nomination for permanent residence once performance conditions are met.

- Experienced farmers with at least 3 years of farm management or ownership experience.
- Individuals ready to live on and actively run a primary agricultural operation in rural Manitoba.

2. Farm Investment
- Minimum investment of CAD $300,000 in a farm business in rural Manitoba.
- Investment must be in tangible assets and support a primary agriculture operation.
3. Farm Business Experience
Minimum of 3 years of documented farm ownership or operation experience.
4. Language Requirement
Ability to communicate in English or French is important, especially if attending an interview.
6. Farm Business Plan & Research Visit
- A detailed Farm Business Plan is required.
- A Farm Business Research Visit to Manitoba must be undertaken before submitting your EOI.
6. Active Management & Residency
Applicants must reside on the farm and manage daily farm operations in Manitoba
