1. Entrepreneur Immigration – Base Category
Program Overview
The Base Category is tailored to experienced entrepreneurs or senior managers who intend to launch a new business or purchase and grow an existing one anywhere in British Columbia. Successful applicants are initially nominated for a work permit to implement their business plan and, after meeting defined performance milestones, may be nominated for permanent residency.
Who This is For
This stream is ideal for individuals who:

- Can manage the business from within British Columbia.
- Meet basic language and other eligibility requirements.
Core Eligibility Requirements
1. Personal Net Worth
Must demonstrate a minimum personal net worth of CAD $600,000
2. Minimum Investment
A minimum eligible investment of CAD $200,000 must be made into the business being started or purchased.
Passive or purely real estate investments are not qualifying business investments.
3. Business Experience
Applicants must demonstrate business ownership or senior management experience (typically at least three years as a business owner or four years in senior management within the last 10 years).
4. Education
- Applicants must have post-secondary education, OR
- Equivalent business ownership and management experience if formal education is not met.
5. Language Requirement
Minimum Canadian Language Benchmark (CLB) 4 in English or French (tested with IELTS, CELPIP, TEF, or TCF).
6. Business Ownership & Operations
- Must establish or buy an eligible business in B.C.
- Must actively manage the business from within the province.
7. Job Creation
Must create at least one full-time job for a Canadian citizen or permanent resident.
2. Entrepreneur Immigration – Regional Pilot
Program Overview
The Regional Pilot encourages business immigration to smaller communities (typically populations under 75,000) to stimulate regional economic growth. This stream has lower investment and net worth requirements and supports entrepreneurship outside major urban centers.

3. Strategic Projects Category
Program Overview
The Strategic Projects stream is designed for foreign corporations with strategic plans to establish, expand, or purchase a business in British Columbia. It facilitates the nomination of up to five key executives or specialized personnel to support business expansion and operations in the province.

1. Company Requirements
To qualify, the foreign corporation must:

- Establish or expand an eligible business in British Columbia.
2. Job Creation
Must create at least three full-time jobs for Canadian citizens or PRs for each key staff member proposed, up to a maximum of five key personnel.
3. Key Staff Requirements
Key staff members must be senior executives or specialized personnel whose roles are essential to establishing or operating the business in B.C.
